Chief Warrant Officer Five (CW5) John Millsap serves as the Senior Technical Advisor for the DISA Operations, Plans, and Readiness (J-3/5/7). Within this role, he provides analytic and technical integration expertise in support of DISA operations, plans, and training. He arrived to DISA in October 2020 as the DISA J36 Cyberspace Operations Technical Director through January 2023, and the DISA J3 Technical Director through January 2024.
Within his previous duties as the 1st Cyber Battalion Analytic Support Advisor at Fort Gordon, GA he assisted Cyber Protection Teams (CPTs) with operational integration of new U.S. Army Cyber Command (ARCYBER) to provide capabilities, operational intelligence and develop Defensive Cyber Operations (DCO) methodologies for data collection, training, and hunting. Additionally, CW5 Millsap previously served as the Cyber Warfare Planner for 401 CPT and served as the DCO Planner in charge of coordinating with host nations, partner nation cyber forces, U.S. Cyber Command and the Service Component Commands for U.S. Army DCO integration into Operational and Contingency Plans in support of U.S. European Command (USEUCOM). He led the effort to collocate EUCOM CPT Operations with the DISA-EUROPE fusion cell.
CW5 Millsap entered the U.S. Army in July 2000 as a Multichannel Transmission Systems Operator- Maintainer (31R). From 2001 – 2008, he served in 122D Signal Battalion, Camp Red Cloud, Korea, 208th Signal Company, Fort Bliss, Texas, 331st Signal Company and 2-32 Field Artillery Battalion, Fort Riley, Kansas. He completed a five-month deployment to Kuwait in support of Operation Enduring Freedom with 208th Signal Company and a fifteen-month deployment to Baghdad supporting Operation Iraqi Freedom (OIR) with 2-32D Field Artillery Battalion. He was selected to attend Warrant Officer Candidate School in 2008 and received his appointment in the Signal Corps.
After completing the Warrant Officer Signal Basic Course (WOBC) at Fort Gordon, Georgia in 2009, CW5 Millsap was assigned to the 43D Signal Battalion, Campbell Barracks, Heidelberg, Germany where he served as a Signal Systems Support Technician in the Information Assurance Branch. In 2011, CW5 Millsap completed the 255S Warrant Officer Advanced Course (WOAC) and was assigned to 2D Armored Brigade Combat Team (BCT), 1st Armor Division where he served as the first Information Protection Technician at the brigade level. CW5 Millsap was the Brigade Cyber Defender for seven Network Integration Exercises. He used McAfee Enterprise Security Manager, ePO and Palo Alto firewalls to patch, collect data, segment networks and create automated responses to network events while creating near real-time communication methodologies with higher and lower echelons to conduct network defense.
CW5 Millsap holds a Bachelor of Science degree in Information Technology from Western Governor’s University. His education also includes an Associate of Arts Degree from Maple Woods Community College.
